Is the administration taking steps to secure Europe, or to scare America? I think the thought amongst the administration is simple "if we prepare, people will understand the threat that isnt really there, but they will be too afraid of the threat to do anything about it." Call me a conspiracy theorist, but these steps on the international scene are more for domestic consumption than anything else. The question we come to is who these steps are intended for.
